SHANGHAE-NINGPO Railway: Please see my despatch No. 365 of the 17th August last.
I am informed that the Hong Kong and Shanghae Bank and the British and Chinese Corporation may shortly approach you respecting the non-appointment of an engineer and the delay on the part of the Chinese in carrying out other important stipulations laid down in the Loan Agreement. In the circumstances I have suggested to the bank that they should withhold further issue of funds for the line, pending Chinese compliance on the above points, and I informed the Wai-wu Pu accordingly on
the 5th instant.
